Set default tool to be selected after program startup

1. Set the current tool to what you want as a default
2. Edit/Preferences, Input Device tab, and "Save input device settings now"

Note: Actually looking at the "devicerc" file, there is one tool associated to each pointer, so if you use multiple pointers (mouse and tablet , for instance) you may want to set a tool for each pointer (including the "eraser" tip of the tablet pen).
